Moneys tight and buying a new BBQ isn’t an option.
I got the BBQ for free and was wondering if I can restore these plates, or are they too far gone and I need to replace them?

Are they just cast iron, or are they porcelain coated cast iron?
If they are just cast iron, no coating of any kind, you can 100% restore them yourself.
A wire brush drill head for a power drill is a great place to start, if you have a power drill. Followed by sandpaper, then steel wool. Then season them like you would a cast iron pan.
Worst case if they dont clean up, buy cheapest replacement grate option from lowes or HD, and set it on top of existing grates.

Oven cleaner spray and put in plastic bag over night should look good as new

Yes use Brillo pads and dish soap, rinse well, dry, use beef tallow melted in a small pan and brush on both sides till all surfaces are well soaked. Then turn on grill med/ high let heat up for about 30-45 mins then turn off grill and let cool. Now you have nicely seasoned cast iron grates. I have managed to keep mine in great shape over the last 20 years with occasional pressure washing off the grill and making sure the grates are not breaking down or pitting from rust.

They’re cast iron so just scrub them with a mesh brush, water and soap to remove as much loose rust as possible. Then you can put them in the oven on self cleaning mode to strip them back to bare metal. Then just reseason with oil on a high temp several times in the oven and they will be as good as new. If you need to watch a YouTube video on reseasoning cast iron in the oven. It is a very very easy process.

definitely salvageable but also check deals on grills. sometimes cheaper to just buy a new one (or buy some parts)

Look on Amazon for replacement racks. It would be easier than sanding them down. Repainting them with the correct paint, and seasoning them again properly. You can find most replacement parts on Amazon.
