Were you baking them at 700 from start to finish? I will preheat my electric oven at max for 45 minutes, then turn down to 350 when I insert the bread and throw water on the steam rocks I have at the bottom in a stainless pan. This creates enough steam to give that thin shiny crispy crust. I’ll vent out the excess steam a few times at the end, so the rolls don’t go soft again once cooled down. It’s mostly about getting the timing right.

Get an indoor pizza oven they should be able to reach that 700 temp. Black Friday is coming you can snags one sub 300
