    Looks like mechanical tooth marks left on it from the process of manufacturing the bacon.

    It’s the rind. Rind in an extra layer of tougher fat on the pork belly. Some companies leave it on the bacon others remove it. Looks like they missed some. It’s not bad, but if you are not used to it just discard it.
