Yeah looks like it. Might try putting them in a sunny spot, cutting them in half, using a fan, or your air fryer’s dehydrator setting, instead of placing them here to dry.
Cut it open if you want to be sure it’s mold, it might’ve started internally.
I’d assume your vent for an ice machine has a lot of moisture content, but could be wrong.
Otherwise the peppers seem effectively dried just by looking from the outside. You can inspect each individually and decide to discard only those that show signs of mold.

Pretty hard for it to be mold given that capsaicin is created specifically to combat mold. However, the exhaust blowing on them could introduce spores after harvesting. Just to be safe, I’d discard the blackened parts.
