Good effort but definitely should’ve planted earlier. NYC, didn’t plant them til August and just didn’t give them enough time, frost is coming any day now. Should I chop them up and work them back into the soil? Or have they already done enough nitrogen-fixing at this stage?

If all you’re using them for is nitrogen fixing, they are at the perfect point to chop and drop. You want to chop and drop at flowering, prior to any beans forming for the most bang for your buck in nitrogen fixing. If you want to get some beans out of it, there are some flowers so you might be able to hold on or use some frost cloth at night to get a small harvest first depending on how bad your weather is going to be. Worse comes to worse, the plant dies before and you chop it then. Up to you.
