Konnected – too much wobble? / base incorrect

I bought a floor model from HD a few weeks back. It was missing a bunch of parts and thank you to everyone that helped. I'm slowly getting it corrected.

I put in the screws missing from the base, but there still seems to be a bit of wobble. The legs also don't sit very flush.

Are the legs attached to the base correctly? It's hard to tell from the instructions but I sort of think maybe that tab should be on the inside of the ring. I saw another post where someone had their base installed incorrectly but I wasnt quite sure if this is what that poster was referring to.
