It's about 3 years old. This year it has produced very small peppers. I'm not sure what steps I should take. I'm new to this so please explain any specific terminology.

As a prolific poblano grower, i don’t think these are poblano. Maybe a variety of bell?
Tell me more about what it’s been through. Any cold snaps? Any bug infestations?
It looks like it’s bouncing back from something, but can you take a pictures of the leaves up close?
