Hard to tell from the bad picture but my guess would be Hotate (scallops)

I did a Google Image search, and it suggested it might be something called ‘kabura’ sushi. Salted turnip/daikon with fish sandwiched between and then the whole thing is fermented.
There was also a suggestion it might be horse fat sushi, which might explain the texture.
Every other suggestion involved it being a bao/dumpling of some kind.

Here’s a match, especially given that OP says that they heard it’s from a can. Canned abalone that looks like they’ve been very thoroughly scrubbed and trimmed before canning.
In that region there is farm raised and then canned abalone. They are very small and that is what they appear to be. Basically it’s a boiled baby abalone.
