Went to a restaurant in Ueno and was served this as a complimentary starter (i think- if not, I don't remember ordering anything like it!). When asked the waitress said it was yam but didn't give any further details. What is it?

If it was yam it could be Tororo but Tororo is more muchy, look some misso soup

No clue about the actual dish but you were maybe served this as “otoshi” a sort of “free” dish in place of a table charge at some places (usually izakayas)
