From strengthening the structure of the extraordinary commissioner to combat the blue crab to the wine museum via the protection of the buffalo industry. Even in the latest dossier of amendments reported by the groups to the manoeuvre micro-norms reappear.

Agreement with banks on IRAP

Meanwhile, an agreement on the new contribution of banks and insurance companies to the manoeuvre would be close. After last Friday’s meeting at Palazzo Chigi, in fact, the talks between the government and credit institutions – it is said – are open and in the majority, in particular from the Forza Italia parties, optimism about an agreement in principle is emerging. “An agreement should be reached,” explains the leader of the Azzurro group in the Senate, Maurizio Gasparri, “that should maintain the Irap increase of two points and not 2.5%, and then we will continue on the path of agreements to identify other solutions related to cash flows. The banks’ contribution, therefore, if not in the form of an additional Irap payment, should arrive through a cash advance mechanism along the lines of what happened in the last budget law. No official comments have yet come from Abi. According to Forza Italia sources, there would also be changes to the dividend rule. There is no official confirmation from the Mef, and it is also to be understood what the position will be of government allies such as the League, which have immediately proposed a further contribution from the banks.

The micronorms

As for micro-norms, the FdI senator Matteo Gelmetti, for example, proposes an allocation of 10 million from next year for the establishment of the National Wine Museum to ‘promote, enhance and preserve Italy’s cultural and oenological heritage’ and also ‘support the preservation of Italian wine-making traditions’.

From the League, on the other hand, comes the request, with Senator Marco Dreosto, for an appropriation of 150 thousand euros for next year for the creation of an educational workshop for the 50th anniversary of the earthquake in Friuli on 6 May 1976. And again, rummaging through the amendment proposals, one finds funds for 500 thousand euro for 2026 (the proposal is under the first signature of the FdI Giovanna Petrenga senator) for the protection of the Italian buffalo industry. The League, with an amendment under the first signature of Paolo Tosato calls for the transfer to the available assets of the municipality of Caorle “the area of the district called ‘Falconera – Palangon'”.

In addition, the Italian azure senator Claudio Lotito proposes to increase the allocation to the Fund for the Italian sports movement by 5 million euros and to refinance the Italian Erasmus fund (currently only covered until 2025) with 3 million euros for 2026. From the Azzurro Adriano Paroli senator comes the request for an annual allocation of 400,000 euro for the three-year period 2026-2028 for the strengthening of the university in Valle d’Aosta.
