No matter how many times i wipe down my presto canner, this black stuff won’t come off
Please how do I finally get this stuff off?

Use Scotch brite or similar stainless steel cleaner.
As mentioned in the instructions, they need to be washed before first use to remove “manufacturing oils” https://www.gopresto.com/uploads/01755.pdf?srsltid=AfmBOooUbrWA8EdvFrKVNcI9Wma5ikL0xR1pXhUaWzlMyEyTt_-hR6Vf or those can become a polymerized film.
Stop wiping
Probably rubbing off aluminum oxides
Boil a solution of cream of tartar (1 Tbsp / quart) to lift the black stains.
Is that a Lysol/Clorox wipe? Don’t use those for food things. Not safe. They’re also corrosive so you’re probably just stripping the finish.
