I picked my jalapeño today and noticed a small hole at the tip and a black line in the middle of the pepper. Is this a sign of a bug infestation? If so what can I do to prevent more of them?

No. That looks like a perfect healthy pepper to me. Peppers will sometimes get little scars and imperfections like that from time to time which is perfectly normal. As for the little hole at the tip, that is normal too. Neither of these will affect the quality or shelf life of the pepper.
