I don’t think he ever published the “creamed corn without the cream” that he mentions in your link. A google search with his name + creamed corn led to [this old Reddit post](https://www.reddit.com/r/seriouseats/comments/8yfpg8/creamed_cornwithout_cream/) where someone was asking the same thing, there are some suggestions in that thread that may help.
He also made [this corn soup video](https://youtu.be/wbr_adqILas) that may be useful, around 9:30 he gives a tip to makes the corn cornier and creamier without added dairy which may be a hint at the technique he uses for his creamed corn.
