1. **Prepare Fish** Squeeze lemon over fish fillets and set aside. 2. **Build the Base** Heat pan over medium heat. Add **3½ Tbsp oil**, garlic cloves, and green peppers. Cook **3 minutes**, stirring. 3. **Season** Add sweet paprika, ½ Tbsp spicy paprika, turmeric, salt, and pepper. Cook **3 minutes**. 4. **Vegetables** Add bell peppers and carrots. Raise to medium-high heat and cook **10 minutes**. 5. **Simmer** Add chickpeas; cook **5 minutes**. Add water until almost covered and **¾ of the coriander**. Lower heat, cover, and simmer **30 minutes**. 6. **Coriander Sauce** Blend remaining coriander, **2½ Tbsp oil**, 1 Tbsp sweet paprika, minced garlic, salt, pepper, and **½ cup warm water** until smooth. 7. **Add Fish** Arrange fish around vegetables, cover, and cook **10 minutes**. 8. **Finish** Pour sauce over fish. Cover and cook **15 minutes**, then uncover and cook **5 minutes** to reduce liquid.
