Is this pan safe to cook in? I'm thinking the bluish spots are welds.

You can put your valuables and important documents in it if you want. Not sure if it would a a good safe in the long run.

But that would work pretty good as a pot. You should just cook with it.

They’re not welds. Perfectly normal patina for stainless, looks to me like someone cooked rigatoni pasta in it at one point recently. You can remove it with Barkeeper’s Friend or probably just vinegar and elbow grease. It’s a big waste of time though.

So what is those marks from
(I know tomato paste works to get most things out maybe some white vinegar aswell)

That’s starch hard cooked onto the pan. Vinegar or baking soda will remove it.

Just scrub it out with bar keepers friend and it will look like new

Vinegar should remove that. I use vinegar on my all clad pans after cleaning to get rid of marks and it makes them look almost like new.
