It looks like it froze and then thawed. Did you store it in the fridge or freezer?
As for safe if it was just cold then yes, if it was on your counter in reasonable temps I wouldn’t risk it.

If it smells good its good. If an onion looks like this and smells weird, its bad.

It could have gotten frozen, sometimes pallets get left sitting in the cold too long, or they were stored by the dock bay door where a cold draft comes in.
Or, it could have gotten dropped from a significant height onto a concrete floor in the packing facility or something and it got severely bruised

Water logged, either because the cells froze or it absorbed too much water. I usually dice these guys up and let them stew in their own aromas in a baggie for a day. In the fridge, of course. That should kick up the flavor, too, since you’re splitting more cells.

I just don’t trust white onions anyway. They seem like the most cowardly of the onion family, afraid to really lean into their onion-ness.

It’s safe. It’s what an onion looks like when it got frozen. I found a similar one a few weeks ago. I’m guessing that it got shipped to my store in a way that had it exposed to the freezing weather

I bought an onion one time, an entire inner layer was brown, but just one. My friend group was in arms against me using it but after some researching, I ended up just getting rid of that layer and was fine as it didn’t have that intense rotting flavour. I’d be willing to bet it’s fine if you’re cooking with it.

99% chance it got frozen. I’d toss if you were planning on using it raw. If cooked, might be weird on the texture, but edible.
