What is on the leaves?

I treated for whitefly a few months ago. I let it go too long and all the leaves fell off my two plants. I don’t want that to happen again. Is that what this is? It doesn’t look the same as before. The leaves are just starting to come back. I don’t want to lose them all again. Please help 🙏
