Is this mackerel safe for raw consumption?

I just bought this frozen soured mackerel and am hoping it’ll be safe to thaw and eat as sashimi. I looooove shime saba and am hoping this would be a safe product to use! Any recommendations on how to prepare and/ or what to pair it with are happily taken 🙂
