I got this smoker off market place for $15 and it’s pretty clean besides the rust. My problem is I tried using it and the temp wouldn’t go above 200F-250F at max heat and the pellets would ignite around the edge and smoke for a few minutes and that’s it.
Now I assume the low smoker heat is caused by the ambient temp outside is really low right now (55F)

I used to have a smoker like this. I filled the bottom with lava rocks. I would soak wood chips in water then wrap in aluminum foil. Throw the packet of soaked chips into the bottom of the smoker
You can try replacing the internal thermometer probe. That fixed my low temperature problem.
