Drain potatoes, place on paper towel. 6. Put crème fraîche on the chips. 7. Top it with black caviar. 8. Garnish with chive.

I had a recipe with creme fraiche, I could not find it in my grocery stores (Ohio, USA), so I looked up how to make it. It called for buttermilk and heavy cream. I did not have the time it suggested to culture the mixture but it turned out okay, just runny.
