Does anyone know what went wrong with my chili plant? One of the chilis became shriveled and hollow, and some leaves are covered with something white? Looks like a powdery substance

Fruit shriveling like that is normally an indication that the plant has terminated it due to lack of water. However the white growth looks fungal so I suspect it has terminated the fruiting due to stress. Unfortunately the best thing you can do is isolate the plant and cut and burn infected leaves. Fungal infections are often caused by environmental factors so you will probably want to change the conditions the plant is growing in. It may also be an insect as some of them leave this kind of mealy growth behind but I am unfamiliar with the growing region and the pests that are expected.
