This is a popular Taiwanese street food called 雙胞胎 – pronounced “shuangbaotai,” literally “twins”. It’s fried dough, the outside is sweet and crispy with a soft, light bready interior. Unfortunately I can’t find a recipe, I grew up in Taiwan and I never saw anyone make it at home either.
