I opened the inside of the insulation padding out of curiosity, and there are packing peanuts inside. According to HF website, the peanuts are plant-based. Does this make the insulation padding eligible for curb side recycling?

It depends on your city’s policies. Start by checking your city website to see if they have information about it. I know my city does not recycle the liners yet.
