Full disclosure, I also belong to r/onionhate so this recipe is tailored to my preferences.
1 lbs jalapeno
12 cloves garlic (about 1 head of garlic)
1 cup cilantro
2 tbsp lime juice
1 tsp onion powder? (Or however much fresh onion if you are weird)
Dash of ground cumin
1/4 cup oil (I used olive oil bc it’s all I had)
Reserve 1 cup water from boiling
Salt and pepper to taste
1. Remove stems from jalapenos. Leave paper on 11 of the garlic cloves just because it’s easier to remove after boiled.
2. Add jalapenos and 11 of the garlic cloves to pot, add water, bring to simmer. Simmer 20 minutes. Keep the water until done with entire recipe.
3. With tongs remove jalapenos and garlic from water. Take paper off garlic, cut jalapenos in half and use a measuring spoon to remove seeds.
4. Add deseeded jalapenos, peeled cooked garlic, 1 clove peeled raw garlic, cilantro, lime juice, onion powder, cumin, and oil to blender or food processor.
5. Add spicy jalapeno water or plain water (or a mix of both!) to get to the consistency and spice level you want.
6. Salt and pepper to taste.

But! This came out really spicy for me with my homegrown jalapenos. You can bring the spice level down by not using the jalapeno water, and/or halving and deseeding the jalapenos before simmering.
