Those are Hot Cakes. Japanese yes. They are Hella easy to make by the way, I use personally coconut vinegar to spike my pancake mix.
And you can also buy premade mixes at any Asian grocery store or even world market has them.
And I totally look forward to restaurant answers on this post, I love them and have only eaten ones I’ve made.

The only place I know in Austin is Sweet Memes on SoCo but the food is ehhhh. Huge menu and dishes and interior are gorgeous and great for photos though. They have many flavours of those pancakes
