Any tips beyond leaving these out on the counter in sunlight to ripen these? Or anyone have uses for green peppers?

Put them in a box with shredded newspaper, cover, and place somewhere warm, then wait and check every 2-3 days. You can also add a ripening banana or apple, which will emit ethylene gas to speed up the ripening process, but that can cause some of the smaller ones to go soft. It is what it is.
You could also ferment the green chilies and use them to make hot sauce, or pickle them with some white onions.
