Too much light or too little?

These are Anaheim peppers that sprouted about a week and a half ago.

I’m new to growing from seeds, and I can’t tell if this is a sign of too much light or too little. I’ve been using a 200W LED grow light at 75% roughly 12″ from the plant. I recently moved the light closer from the recommended 18″ and 50% intensity.

Given the closer than recommended proximity and high intensity of a bright LED, I imagine it’s too much light, although the plants appear to be showing signs of not enough.

Any recommendations welcome.
