My neighbor had this happen. That’s why I bought the dual walled version of charcoal holders, in which the “water trough” is along the bowl, and not facing towards the middle of the kettle.
In other words, 99.9% of all charcoal baskets, face the water zone in the middle of the kettle – there is only one brand I am aware of, that faces the dual walled water zone, towards the outside of the kettle, which makes it dual walled, to space away from the bowl, and has dual walls, to prevent this type of damage from occurring.
I hope this makes sense.

Don’t bank your charcoal against the kettle wall. That is sure to happen. It’s thin enameled steel and temps that high are sure to damage the enamel.
Get a charcoal basket. Cheap one or the slow and sear. Only makes the kettle cook better and last longer. Only Fire makes a good Slow and Sear clone.

It’s immaterial and will not have an effect on your cooks. Mine’s that way – I’ve had it for 15+ years. Still going strong.

Why does it look scratched to shit only where the flaking is occurring. Feel like the banked lump charcoal isn’t rhe cause here
