I accidentally cut our shrimp packet open from the wrong side and got the powder from these white pillows all over the shrimp.
Are they still safe to eat after rinsing?

Message HF and ask them what the powder is. Perhaps it’s a desiccant?
Hopefully something more fun like Bolivian Marching Powder… but I doubt it.

It’s an absorber powder for the liquids from the shrimp. If it wasn’t food safe it wouldn’t be in the packaging in the first place, but it might affect taste/texture, so I’d rinse it off thoroughly before cooking the shrimp.

Yeah, I did the same thing the first time I got the new packaging. I just rinsed it throughly and was fine.
