i have 2 other peppers looking like this along with 4 tomatoes. ive read it could be herbicide damage but dont know what to do if it is

    If it actually is herbicide there is not much to do if I am honest. Of course you could try and take the plants out of the soil they are in and put them somewhere else where ther isn’t any herbicide in the soil, but I don’t know if it is worth it. You could also try to switch out the soil the plants are currently in and use fresh soil without any herbicide, but that would be a waste of labour, especially if the herbicide isn’t persistant. I would wait and look what happens or replant in another locaation if you think that it is worth it. Otherr than the weird Top-growth the plants don’t look that unhealthy though.
