Your plant isn’t getting enough sun. Windowsills aren’t “direct sun”, they’re indirect and lead to issues like poor growth, reduced foliage, and lanky plants (due to the plants stretching to much to get enough light) which is what is happening here. The base of that plant should be at least 2-3 times as thick as it is.
The plant needs support like a stake, it’s needs more light, and if it has been indoors it’s whole life, it needs to harden off if it is going to spend time outside. If not, then look into supplementing with a grow light.

See how that bright stuff is hitting the lawn outside and all the blades of grass are like, “fuck yeah, brah….” And at the same time your plant looks like it’s sitting in the dark peering through the curtains wanting to play with all the grass friends but it’s a reject that lives chained in the attic?

It’s basically starving for light. That window is less light than the shade under a tree and peppers can’t fruit well in that amount even.

its called stretching. Plants grow long and lean to find light. Direct sun as much as possible.

To put it in perspective my pepper plants are outside in the hot sun from at least 10am to 4pm and dappled light before those times. They produce fantastically. Zone 6.

If you have rooting powder or even if you don’t, chop the top 2-3 nodes/sets of leaves off and make a clone. Take the plant and put it outdoors in direct sunlight 20 minutes at a time during the day, preferably early or later when the suns not the most intense. Repeat that and start doubling the time until you can leave it outside slightly shaded with shade cloth, then let it grow. Preferably in the ground, peppers love to dig deep with their roots. If you wanna keep it in a pot the deeper pots are always better, but as the way things are, if you let that plant continue to grow without atleast a stake to help support it, and if it flowers, let alone produce peppers. You will have broken stems and likely a broken stalk. If I were you, I’d nurture the clone as you have this plant, preferably with atleast a cheap led light until next year and let it grow into a beast. With this plant, if you are interested in getting some good seeds for the next year or even to sell or trade, I’d let it grow a few peppers between September-November depending on your zone, let the fruit over ripen a little bit then pluck the pepper. Dry those seeds for 3-4 days on a ceramic or plastic surface and save the seeds for your next attempt. Sometimes just gardening or taking care of plants is very helpful with stress, and giving ya something to wake up and see the results of your care and is very healthy for you. You just gotta learn, the same way everyone learned to walk. People do things differently, but at the end of the day only you get to judge your work. Your plants healthy in my opinion, a little leggy for this time of the year but topping it and gaining a clone seems like a good idea to me. But if you decided to use a stake and let it grow it would probably end up fine for a few peppers atleast. But always be thinking of the next grow if this is something your interested in, because sometimes, you might end up surprising yourself and everyone else with something awesome you grew.
