On a given day if I don't do any exercise and get ~ 3000 steps my maintenance calories will be 1500. I've tracked this with a weight loss journal over the past 6 months where I have lost almost 20 lbs. I weigh all my food and myself daily.
I have to do a lot of exercise daily just to compensate for my normal appetite. Now I'm at a stage where I'm fairly happy with my physique and want to maintain/ gain a little bit of muscle without fat. But I feel really bummed out how little calories I can consume, online calculators put my sedentary calories around 1900, why is mine 400 lower than this? Given I also have a lot of muscle mass and am strong on my lifts.

3000 steps is all the exercise you’re able to do? If you have mobility issues, there may be some other ways to exercise. Has your doctor checked your thyroid? Your weight is low for your height. A bit more fat mass might increase your metabolic rate a bit.
