This is the picture I took from the frozen chicken breast packet… It says oven cooked nutrition? But I heard it's accurate to count it as raw chicken before cooking… So should I count and use this value as raw chicken before cooking or use this value after I cook?
So should I measure using this value raw or cooked?

Count it cooked. The 100g is just a regulatory requirement
I always count calories cooked.
Count it how you weigh it. If you way your portion raw, use raw. Otherwise, use cooked.
A common mistake is weighing raw but counting cooked.
