    All my tomatoes get this each year, no idea what causes it but I don’t do anything and they grow out of it.

    Broadleaf (2, 4 D or similar) herbicide contamination.

    There are some viruses that look similar, and thrips certainly spread viruses, so do your due diligence.

    But herbicide damage would be the default assumption (where I am, which is the opposite coast from you, and not much in the way of viruses here aside from TSWV).

    Is it possible that the same sprayer had herbicide in it? Otherwise is it possible you are using mulch or compost or manures that may have been treated with 2,4D? It is unbelievably pervasive. It can come through aged horse manure.
