Trying to overwinter these Habanero and Ghost plants. No time to wash in neem and replant them. Can they be overwintered as is?

You can overwinter anything with nipples.

Most likely if you are willing to deal with bugs. I suggest treating the soil with whatever you are comfortable with and keep a close eye on them for a few weeks. Bugs can surprise you. Personally I like to leave some leaves on them but everyone is different

I personally wouldn’t bring them inside into your home where you eat and sleep, as-is right there. The insecticide, fungus treatment, and fresh soil are all really for you, the grower not *just* to keep the plant happy.
If you have an enclosed area you can use to shelter them *that you don’t mind possibly getting bugs into,* you could certainly try to bring them in and save them for next year.
If you do, I’d quickly cut the bare limbs back pretty far, too, and not just move them in as-is.
