Technically at 165F they are cooked. Wings I lke to personally go to 180ish as the meat inside tends to then not be rubbery without drying out too much.

They might look a little suspect. Sometimes chicken does that. But the meat looks cooked through

Probably safe, but like another user said, safe is 165. O also take mine to 180+-. Cooks that red what ever it is out and makes a nice juicy wing.

They look cooked from the image. I’ve seen that around bones with crispier looking chicken than that.
