when should I transfer these to cups and fertilize? (Ps I know they might be a tiny bit on the leggy side I didn't get new lights until they had already been sprouted for 5 days or so, apparently my old lights broke in the garage lol)

    I do it when they have about three actual leaves.

    Wait until you have two sets of true leaves. (the sets after these)

    When you repot, bury them up to the first leaf, and that’ll help since they’re a little leggy.

    The legginess won’t matter once you uppot. Just plant them deep. Packing the soil around the stem will encourage lots of extra root development!

    Put a fan on them twice a day for 15 minutes to simulate outdoor air movement. Helps with the legginess. Then, also plant deep lime others have said.
