That’s just a little something the owner gives out for free. They call it bindaeteok, but it’s more like his own concoction (IIRC, it has washed kimchi in it). Regular bindaeteok is mostly comprised of mungbeans, and I don’t think that has that much (if any) mungbeans.
The sauce in the middle is relatively easy to make. Soy sauce : vinegar : sugar (or substitute) in 4:2:1 ratio, and add some black pepper at the end.
