I've tried cooking the below stir-fry but I keep geting the corn flour stuck on the pan. How do I stop this from happening?

Oil wasn’t hot enough.

Previous comments are mostly right… You need to preheat a stainless steel pan to make it non stick. It should be hot enough that when you put a small amount of water in the pan it will clump into small droplets, and skittle around the pan.
Add oil after it is preheated so you don’t burn the oil.

Are you putting the meat in there and immediately stirring it around?

The pan needs to be very hot before adding anything, including oil. If you drip water on the pan it should bead up and slide around rather than sizzle and steam. Then add oil and allow that to heat before adding the food.
