If I layer aluminum foil and grill only on the left side, will it be safe? Unfortunately it’s only been used a handful of times, but was never covered.

It’s safe. You can cook on it if it maintains heat. Get a cover. You will need to replace the grill within a year the bottom is going to rust out.
