Are these to stubby to go outside?

I’ve been hardening these off and a few others for a week, maybe a bit longer. They all have 3-4 nodes and feel very sturdy when I brush my hand over them. I’m not seeing any roots poking through the drainage holes yet.

Are they too short to be potted outside? Would putting them under a grow light make them taller?
