I would recommend a fan in the area. This will help strengthen the stems. Also on of the plants which bent over by the stem and soil look like they are getting possible affect by fungus. In this case I would recommend a H2O2 spray to help kill of any bad growth affecting the plant.
Overall… Keep soil moist. Apply good ventilation/air circulation. Keep warm. Provide 12hrs minimum of light.

The whitish coating on the soil could indicate mold or fungal growth, which weakens the seedlings. This is often caused by excessive moisture and poor ventilation.

While they are small you need to keep soil moist, bottom watering if possible.

Peppers like fluffy soil, if you have too peaty soil it will dry out and become hydrophobic. That seems to have happened here. You would best repot in a Well draining soil medium.

The dead one is ‘Damped off’. This is due to overwatering.
Just because you don’t see growth on the top doesn’t mean there isn’t growth in the soil. You want soil with good drainage and your pot / bucket to have drainage at the bottom.

Do a mason jar soil test on a sample of that soil, make sure you aren’t using one that has alot of clay particle or sticky when wet. From that photo, it seems to be hardened in chunks but on the other hand you have damping off that is from too much water which also promote fungal growth. Clay retains water, your roots also don’t grow fast enough in a dense sticky medium which may cause your plants grow really slowly. You can amend it but first check what’s the composition.
