Those things are usually called silicone texture mat. That might help in your search. I suspect you need to put extra chocolate on the mat to create this effect, this video looks way to simple.

I have a pink one and I got it from the party/decor aisles at Walmart.
Joann had them, but it’s a toss up if you’ll still find them. Some have tons of baking stuff, some are pretty much out.
