He states that ever since it has been tipped in a wind storm that the food always has a layer of what appears to be "smoke" on it which I'm assuming he means soot which makes me think it might just need cleaned and the burners either need cleaned or replaced. Would you buy this grill ?

I have one.. came with the house imo it works great no issues.

Yes! I have the same grill and it’s pretty decent… 40 bucks is probably what the cast iron grill costs, new ones I saw have some lame wire ones now with some enamel coating.
Hell yeah! But I’d probably do some mods & make it my tailgate grill.

Yep. I’ve been using mine for a number of years. Just made a pork sirloin on it yesterday.
Yes. I have one as well. If the push button ignitor isn’t working email Weber and they’ll send you a new one
