It looks like tonkatsu with onsen tamago.
That would probably be the sauce cutlet bowl from Yoshibei (a chain restaurant) in Kobe Sannomiya Center Plaza.
Regular katsu with sauce or katsu-miso
Under a busy shopping street in Kobe, there are over 80 hidden restaurants.

I don’t know where that is served…but that looks to be a thick cut tonkatsu with a couple of poached eggs. Looks like it’s sitting on some shredded cabbage likely over rice.
