This is an extruded pasta. You need an extruder and that’s about 90% of the battle.

That’s bucatini and unless you’re about to invest in an extruder, a bronze die, a shed load of semolina and patience, I suggest finding a good brand and using that instead.
I’ve done all of the above and would recommend the former unless you’re quite committed

This pasta extruder was the first and most successful household pasta extruder in Italy 200 years ago, and it is still great.
They have holes, just search for bucatini. Looks like cacio e pepe (bit tricky) with butter and truffle?
