Can any of you help me reverse engineer this amazing salsa from my local taco shop in San Diego ? Are they roasting the tomatillos ? Thank you

Based on the black flecks yeah it appears so. Roast the tomatillos, a few garlic cloves and couple slices white onion along with Serrano to taste. Let cool, combine all to blender, 1/4 cup water/1lb tomatillos, few whole spits of cilantro, teaspoon of chicken bouillon, 1/2 teaspoon salt and blitz until completely smooth. Taste and season as necessary.
You can tweak from there how spicy you want but that will result in looking just like this.

It looks a lot like my green sauce. I got the recipe from a mexican grandma who ran a taco shop.
