How do I restore thing thing to its former glory?
85% of it is just heavy grease/grime. 15% on the right side of the pic straight up rusted over at one point.
I tried the onion/lemon and scrubbing. I feel like I need something more hardcore. What’s the move here?

Brush it, hit it with heat, oil when cooled.

Pressure washer.. Personally I don’t care for the chrome plated OEM Weber grates as they rust out. I replaced mine with Stainless. There are several 3 parties that make them..
Easy off yellow cap oven cleaner
Still a good practice: Spray oven cleaner and put it in a plastic bag for a few hours. Thoroughly wash and rinse. If this is plated you may simply need to replace it. Metal deteriorates with exposure to extreme heat and liquids.
these are a wear item, at some point they wear out (burn up) and you replace them
