It looks like slime mold to me too. Normally it’s not an issue, but it’s usually confined to the ground. In fact, it could be a good sign of healthy soil. I think it generally likes decomposing matter. However, I think it’s unusual for it to be on your living plant. It’s also odd for it to be on the CMU at the bottom of the picture.
