Aphids. Kill it with fire!!
KIDDING but seriously they’ll destroy your peppers. A lot of people recommended neem oil. Or at least washing them off with water. The water won’t kill them but it’ll wt them off for a time at least.

Am i wrong in thinking that a few aphids are fine?
If you don’t have any prey, won’t you fail to attract ladybugs?

Hose them off using a variable strength nozzle. Adjust to just strong enough to knock off the bitches.

Aphids. I got rid of mine with NEEM oil( some people say they have mixed reviews) I had success. Another way is a heavy stream of cold water, not heavy to damage the plant.

Some hardware or gardening stores will sell ladybugs and their larvae for you to release.
